Tourism policy and planning is a very complex issue involving a number of stakeholders and agencies. Research in this area can often be overwhelming and confusing to the untrained eye.

Therefore, this post aims to provide a basic introduction to tourism policy and planning, describing the different levels of involvement of different organizations. At the end of the article, I have included some recommended texts for further reading, suitable for those in the tourism industry (those who work or are interested in the industry) and those who study tourism, tourism industry.

These two terms are mostly interchangeable. Tourism policy can be defined as; ‘A set of rules, regulations, guidelines, directives, and development/promotional goals and strategies that provide a framework within which collective, as well as individual decisions, that directly affect long-term tourism development and day-to-day activities, is taken to a destination

The plan can be defined as; ‘The process of making decisions for the future, not just the physical preparation of the ‘plan’. Planning involves making decisions and monitoring results.

The national level of tourism planning is related to tourism policy; infrastructure and a physical facility plan that includes major tourist attractions, selected tourism development regions, international starting points, facilities, and services. It also concerns the quantity, type, and quality of accommodation and other necessary tourist facilities and services; the country’s major routes and their regional connections; tourism organization rights, laws, and investment policy; marketing strategies for tourism and marketing; educational programs and environmental, economic and socio-cultural analyses.

Examples of national participation groups include:

  • National governments and intra-governmental organizations – e.g. Visit United Kingdom, New Zealand Tourism
  • National Producers Organization – e.g. Visit Scotland, ABTA, Independent Tour Operators Association (AITO)
  • National Non-Producer Organizations – e.g. National Trust; British Nature Conservation Association
  • National organizations of unique interest – e.g. Wild communities; Society for the Protection of Birds

Regional planning examines issues including; regional policies: regional entrances and transport facilities and services; the types of tourist attractions and their locations; the number, type, and location of tourist accommodation and other tourist facilities, as well as the services and locations of tourist development areas, including leisure areas.

Local-level participants will consider tourism planning objectives/objectives, analysis, plan formulation, outputs, outcomes, and evaluation at the grassroots level.

Local government and intergovernmental organizations – eg. Local government involvement in the provision of recreation and tourism, e.g. ex.
